Safety planning covers normal work and foreseeable intervention
A sleeve sealer line can include moving conveyors, product pushers or collation devices, a sealing mechanism, heated tunnel surfaces, electrical equipment and pneumatic energy. The risk assessment must cover production, film loading, changeover, clearing a blockage, cleaning, inspection, maintenance and recovery after a stop. It should also consider the interfaces between the wrapper, tunnel, upstream conveyor and downstream equipment.
In Great Britain, the Provision and Use of Work Equipment Regulations 1998 place duties on organisations that own, operate or control work equipment. HSE guidance explains that equipment should be suitable, maintained, inspected where necessary, used by trained people and provided with appropriate protective measures. Maintenance requires safe isolation and competent people
HSE maintenance guidance emphasises planning, competence, isolation of energy and control of stored energy. A guard interlock or emergency stop is not automatically a substitute for the isolation procedure required by the task. Conveyor hazards deserve specific attention at transfer points and during cleaning or blockage clearance. HSE's packaging and food-machinery guidance highlights the need to control access to dangerous parts and formalise safe cleaning arrangements. The final line assessment must reflect the actual conveyor design, guards, product and site practices rather than this general guide.
